:recycle: Consolidate GenericBroadcastReceiver to common/

Move GenericBroadcastReceiver and GenericBroadcastReceiverCallback
from _sdl_common to common directory, removing identical duplicates
from webview and service_library bootstraps.

All three bootstraps now inherit these files via MRO-based copying.
