chore: update renovate config and workflow for improved automation

**Added:**

- Enabled `statusCheckNames` to require "Pre-commit" and "Run tests and determine code coverage %" in renovate config
- Set `stabilityDays` to 0 and `ignoreTests` to false in renovate config for more frequent updates

**Changed:**

- Updated renovate automerge rule description to specify "gomod digest updates" instead of "GitHub Actions"
- Minor formatting update in renovate automerge rules for consistency

**Removed:**

- Removed Python setup and pre-commit install steps from the renovate workflow to streamline job execution
