Configure prod and staging hosts as well

After merging #453, staging went down.  The application logs said:

ActionDispatch::HostAuthorization::DefaultResponseApp] Blocked hosts: allsearch-api-staging.princeton.edu
```

Apparently, if you configure one host, you have to configure them
all except localhost?
