Streamline CLI structure with update command and package separation

- Create depbumpmodcmd package to separate module commands
- Restructure CLI: depbump direct → depbump update D
- Unify function naming: SetupXxxCmd → NewXxxCmd returning *cobra.Command
- Use PersistentFlags to share config across subcommands
- Add -e flag to go mod tidy command
- Remove M alias from module command

- Upgrade GitHub Actions: checkout v6, setup-go v6, golangci-lint v9, codeql v4
- Update README.md and README.zh.md with new command structure
