Fix CI: Update submodule ref in FreegleDocker before tests run

Previously the webhook just triggered CircleCI which used old submodule refs.
Now the workflow pushes the new submodule ref to FreegleDocker first,
so CircleCI tests the actual new code.

Requires FREEGLE_DOCKER_TOKEN secret with write access to FreegleDocker.
