fix: pass `DisableAzureStackCloud` to ARM client config (#1272)

in AKS, DisableAzureStackCloud is usually `true` because
we're using the AzureStackCloud workaround to override
arm endpoints in sovereign environments but not actually
running in an Azure Stack Hub (https://azure.microsoft.com/en-us/products/azure-stack/hub).

This will prevent overriding the API version in Azure
clients to a API version compatible with Azure Stack
Hub. These API versions are typically older and may
not have the expected properties we need.

This change will also prevent the lb controller from
breaking if this PR is reverted:
