update to go 1.24, update dependencies, migrate golangci-lint to v2

- upgrade go version to 1.24 for both v1 and v2
- update all dependencies
- pin go-oauth2/oauth2/v4 to v4.4.3 in v1 for jwt compatibility
- migrate golangci-lint config to v2 format
- update CI workflows to use golangci-lint-action@v7 with v2.6.2
