feat: Implement background block filtering in PDF extraction

- Introduced 'filter_background_blocks' to remove full-page background elements (>=99% page size) from processing.

- Corrected 'classifier_test.py' to use Drawing blocks for duplicate tests to align with 'duplicate_bbox' reason type.
