Migrate facet-toml serialization from toml_edit to toml_writer

Replace the AST-based toml_edit dependency with the streaming
toml_writer crate for TOML serialization. This provides:

- Streaming output without intermediate AST allocation
- Simpler dependency (toml_writer has zero deps)
- Direct control over formatting

Maintains TOML spec compliance with i64 range checks for large integers.
