Add syntax highlighting for rustdoc (JSON, YAML, TOML, KDL)

- Add Vite + TypeScript project in docs/meta to build custom highlight.js bundle
- Include custom KDL and TOML language definitions (not built into highlight.js)
- Use Gruvbox dark theme for syntax highlighting
- Configure docs.rs metadata in all format crates to inject highlight.html
- Add test crate with doc examples for all supported languages
- Update website workflow to build bundle with pnpm and deploy to GitHub Pages

Also reorganize documentation:
- Move website/ to docs/ (Zola site)
- Move facet-reflect/docs/ content to docs/content/
- docs/meta/ contains the highlight.js bundle project

Use native TypeScript preview (tsgo) for type checking
