Simplify multi-targeting with directory-specific props files

- Replace conditional logic with directory-specific Directory.Build.props files
  - src/Directory.Build.props: multi-target net8.0;net9.0;net10.0 for libraries
  - tests/Directory.Build.props: single-target net10.0 for tests
- Add scripts/generate-build-props.sh to auto-generate props based on SDK version
  - Checks for src/applications/ and generates props there if it exists
  - In CI: commits and pushes changes if SDK version differs, then fails build to trigger retry
- Remove Directory.Build.targets (no longer needed)
- Remove IsLibraryProject property from TypeGuesser.csproj (no longer needed)
- Update CI workflow to run generation script before build
