Fix multi-targeting by hardcoding minimum .NET version

- Set _MinSupportedMajor to 8 (SDK property doesn't exist)
- Remove IsCrossTargetingBuild condition that prevented multi-targeting
- Library now builds for net8.0, net9.0, and net10.0
- Revert workflow to remove explicit build step and --no-build flags
- All 396 tests pass
