feature: add SpectrumXRailPoolConfig api

adding SpectrumXRailPoolConfig api
it will be used by two new controllers
- bridge ip allocator, will allocate ip addresses to the different bridges per node
- host flows controller, after ip is assigned this controller can assign host flows per bridge instead of RCP
