feat: Process node events with a workqueue (#9545)

This makes some structural changes to nodemanager which allow more
robust error handling for node events. Specifically, instead of updating
nodes directly in the Node informer's event handler, we switch to the
more idiomatic pattern of adding them to a workqueue, which is then
updated asynchronously.

The 2 previous handlers, AddCloudNode and UpdateCloudNode, are combined
into a single new handler, handleNodeEvent. This is called from the
workqueue, so errors result in the key being safely re-queued for later
retry.

The changes to the tests are entirely mechanical, except that
TestNodeProviderIDNotSet no longer expects a panic.
