Add flag-based options and short aliases to bump command

- Add -E (everyone), -L (latest), -R (recursive) flags to bump command
- Add mutual exclusion between -E and -L flags
- Add D/E/M/L/R short aliases to subcommands (direct, everyone, module, latest, recursive)
- Optimize command aliases (use "each" instead of "require/requires")
- Add English/Chinese comments
- Update README.md and README.zh.md with flag usage examples
- Update dependencies in go.mod/go.sum
- Update GitHub Actions workflow configuration
