CA-418227: Fix RPU scenario where pool members don't get enabled (#6762)

Problems arise due to a complex interaction of failed RPU detection,
`host.allowed_operations` fields with "new" enum values and the way
`consider_enabling_host_request` is implemented. Each one of the three
commits on its own would be sufficient for fixing the specific issue
where pool members do not get enabled following an upgrade of the
coordinator. However, together they may rule out related issues as well.
