Added solver_stats object (+unit tests) for reporting timing data gathered by the solver. Also added/updated some unit tests. (#295)

* Added methods for counting the number of variables, eq, and leq constraints in a problem.

* Implemented constants() function for problems.

* Cleaning up.

* Fixed n_leq, n_variables, n_eq methods and added unit tests.

* Fixed constants() function and added SizeMetrics class to report problem metrics.

* Removed try/catch from constants() and changed properties in SizeMetrics to regular attributes.

* Fixed assert_equals warning in test_monotonicity and test_sign, fixed handling of dict_values in constants() method for python 3.5.

* Added solve_time, setup_time, and num_iters capturing functionality to scs, ecos, and mosek solvers.

* Added max_big_small_squared to size_metrics.

* Undoing some unnecessary changes in tests.

* Undoing more unnecessary changes in tests.

* Added unit tests for solver_stats, made minor changes to solver_stats implementation.

* Removed CVXOPT test from test_solver_stats.

* Removed CVXOPT from test_solver_stats.

* Cleaning up.

* Addressed flask8 requirements.
