pbdrv/uart_debug_first_port: Use lwrb.

Using lwrb gets rid of our error-prone manual manipulation of the ring
buffer, and apparently resolves some semi-corruption issues observed
during high-volume logging.

Also limits the number of bytes written per uart write to avoid
timeouts.
