feat(engine-cyberia): ✨ feat(object-layer): Add webp animation generation endpoint

Implements a new endpoint /generate-webp/:itemType/:itemId/:directionCode to dynamically generate animated WebP files from existing PNG frames using the img2webp utility.

Adds generateWebp controller and service functions.

The service reads PNG frames, determines animation duration from object layer metadata (defaulting to 100ms), and uses shellExec to run img2webp.

The generated WebP is sent as a download buffer and then cleaned up asynchronously.

Includes error handling and logging for file operations and command execution.
