fix(billing): remove billing_id checks from connect interceptors and handle missing billing accounts

Update the correct authorization interceptor file (connect_interceptors) to
remove billing_id validation checks for subscription RPCs. Also handle the
case where an organization doesn't have a billing account yet.

Changes:
- Update pkg/server/connect_interceptors/authorization.go (correct file for Connect RPC)
- Remove ensureSubscriptionBelongToOrg and ensureBillingAccountBelongToOrg checks
- Simplify authorization to only verify org-level access for all 5 subscription RPCs
- Fix ListSubscriptions to return empty list when org has no billing account
- Revert pkg/server/interceptors/authorization.go to original (was wrong file)

Tested: curl call now works correctly, returning empty subscriptions list
for orgs without billing accounts.
