refactor(billing): remove billing_id checks from subscription authorization

Remove billing_id validation checks from subscription authorization
interceptors since billing_id is now inferred from org_id in the backend.
Authorization now only verifies org-level access.

Changes:
- Remove ensureSubscriptionBelongToOrg calls for all subscription RPCs
- Remove ensureBillingAccountBelongToOrg calls for ListSubscriptions
- Simplify authorization to only check org access permissions
- Regenerate mocks for CustomerService with GetByOrgID method
