Squash some vulnerabilities. (#75)

## Description

- Fix a couple of vulnerable dependencies.
- Update ESLint plugins.
- Migrate `renderHook` from @testing-library/react-hooks`, which is now
subsumed in `"@testing-library/react`.

## Motivation and Context

- Clear a couple of vulnerabilities (one critical and one severe). `npm
audit` shows `found 0 vulnerabilitie`.
- Bring some packages up to date and reduce conflicts. Note that some of
the updated packages are transitive dependencies, so will be visible
only in `package-lock.json`.

## How Has This Been Tested?

- Testing in local environment.
- CI tests pass.
