Fix bathrooms migration and add savings calculations

Fixed bathrooms column migration issue:
- Migration now checks column type before migrating
- Fresh databases already have DECIMAL(3,1) from CREATE TABLE
- Prevents bathrooms column from being dropped on new databases

Added savings calculations to property and dashboard:
- Property page shows calculated Annual Savings (annualTax - estimatedAnnualTax)
- Dashboard shows aggregate Estimated Annual Tax and Potential Savings
- Values display even when assessment not marked as ready (if data exists)
- Backend includes latestAssessment in property list endpoints
