Add estimated values, report URL, and savings calculation to admin

Added new fields to assessments table:
- estimated_appraised_value: Our estimate for appraised value
- estimated_annual_tax: Our estimate for annual tax
- report_url: Link to assessment report

Updated admin property page:
- Added input fields for estimated values and report URL
- Added auto-calculated Annual Savings field (current tax - estimated tax)
- Real-time savings calculation as tax values are entered
- All new fields save to database
