Add token exchange authentication strategy (#2501)

Implement OAuth 2.0 Token Exchange (RFC 8693) authentication strategy
for Virtual MCP Server outgoing authentication. This enables exchanging
client tokens from the vMCP server's identity provider for backend-
specific tokens that backend MCP servers can validate.
