Release: Update workflow for new Wayland backend

Switched to manylinux 2_34 instead of 2_28 as this e.g. gives us newer
libinput. 2_34 supports less
distros, but the distros that 2_28 supports more are pretty much all
end of life, so this is of no use.

Furthermore update deps. As manylinux_2_34 is based on AlmaLinux 9
instead of 8, xorg-x11-font-utils is removed (needed for building
XWayland). But it is still in the almalinux devel repo, so we get it
from there.
