Fast-forward cookiecutter, use tox.toml (#293)

### What kind of change does this PR introduce?

* Fast-forwards the cookiecutter template
  * Replaces `tox.ini` with `tox.toml`
* `python-coveralls` (abandonware) has been replaced by the
`coverallsapp/github-action`

### Does this PR introduce a breaking change?

No.

### Other information:

The new TOML configuration has a handful of quirks, but we don't do
anything fancy in this project to constitute any "gotchas", so that's
fine.
