refactor: Explicitly check for staged files

The application now validates the existence of staged files using
`git diff --staged --name-only` before attempting to retrieve the
diff content.

This ensures:

*   We fail early if nothing is staged.
*   We can differentiate between genuinely no staged changes and
    an empty diff output (which might occur if the diff is too
    large or excluded from the generation process).
*   Updates mock implementations and UI handling for empty commit
    suggestions.
