FIX: Syntax error with table valued functions if database name has special characters (#4232) (#4244)

If a special character is present in the database name, the SELECT multi statement table valued function (MSTVF)
gave syntax error. The issue is resolved by separately quoting namespace and table type.

Task: BABEL-6158
