Fix (hopefully) flaky database tests (#7518)

* Fix flaky database tests

- fix race-prone singleton initialization which primarily/only affected tests,
  since the production code path used a static initializer instead of calling
  getInstance() repeatedly
- Reenable disabled tests and let exception propagate in test

* Update obsolete logging implementation
