xapi-stdext: remove unused functions from listext, and replace chop with split_at (#6733)

Although I doubt it, please check whether Xenserver's proprietary code
uses these functions.

I took the chance to consolidate some functions in
`ocaml/xapi/db_gc_util.ml` as well.
