refactor: Replace hardcoded Bedrock checks with thinking_constraints callback

Add thinking_constraints/0 callback to Provider behavior to handle
platform-specific requirements for extended thinking (e.g., required
temperature and min max_tokens).

Implement in both Amazon Bedrock and Google Vertex AI providers, removing
hardcoded :amazon_bedrock checks from test helpers. This makes the code
more maintainable and extensible for future providers with similar constraints.
