feat(vertex): Add Google Vertex AI provider with complete Claude support

Implements Google Vertex AI provider for Anthropic Claude models with streaming,
extended thinking, tool calling, structured output, and prompt caching.

Core implementation:
- OAuth2 authentication with GCP service accounts (JWT signing)
- Streaming and non-streaming text generation
- Extended thinking with :low/:medium/:high effort levels
- Tool calling and :object operation support
- Prompt caching support
- Usage tracking

Provider refactoring:
- Extract shared PlatformReasoning module for Bedrock/Vertex
- Align reasoning token budgets across all Anthropic providers (1024/2048/4096)
- Canonical mappings in native Anthropic provider using module attributes
- Remove broken OAuth2 caching, use stateless token generation
- DRY cleanup of option processing logic
