Add commit signing requirement to Copilot instructions

- Document that this project requires signed commits
- Explicitly prohibit --no-gpg-sign usage
- Note user has SSH signing configured globally
- Remind to respect user's signing configuration

This prevents future mistakes where commits are created with
--no-gpg-sign which breaks branch protection and workflow.
