Fix #2: IPv4-only system compatibility with fallback binding

- Implements IPv6-to-IPv4 fallback when binding to socket
- Attempts IPv6 (::0) first, falls back to IPv4 (0.0.0.0) on failure
- Displays actual bind address in startup message

This ensures the exporter works on both dual-stack and IPv4-only systems
without requiring configuration changes.
