Use Webmock, rather than VCR, from one context of requestables test (#5276)

With VCR's requestable cassette_name enabled, these tests were
making real, unmocked calls to SCSB.  TO confirm:
1. Without this commit, open sniffnet or wireshark
2. Set up your filters to watch for outgoing traffic on port 9093
3. Run bundle exec rspec spec/models/requests/requestable_spec.rb
4. Note that we made 22 outgoing requests!

With this commit, it only makes 13 outgoing requests on port 9093.
