Use rustworkx-core's distance_matrix() in sabre (#15244)

In rustworkx 0.17.1 rustworkx's distance_matrix() function was added to
the rustworkx-core rust library. It previously only existed in the
python side of the library and we weren't able to access it directly. In
the short term to leverage the functionality in the rust sabre
implementation a copy of the function was vendored into qiskit to enable
the functionality from rust. In that process the function was improved
slightly as well. These improvements have been contributed upstream as
well so there is no functional difference between the implementations
anymore. Since we've upgraded qiskit to use rustworkx-core 0.17.1 in
PR #15240 we can remove the vendored copy of distance_matrix() and rely
on the version in rustworkx itself.
