databroker: refactor Reconciler (#5901)

## Summary
Break up the current `Reconciler` into a `Reconciler` and a
`ReconcilerRunner`. The `Reconciler` is merely:

```go
type Reconciler interface {
	Reconcile(context.Context) error
}
```

By separating these components it's easier to instrument the code to
know when a reconciliation is happening.

I did not use AI in this PR.
