Expose `Neighbors` in the C API (#15236)

This `CNeighbors`/`QkNeighbors` object is a fairly thin wrapper around
the existing `Neighbors` object.  The structure of the `Neighbors` graph
is easy to interpret and express in terms of simple pointers with
well-defined bounds and ownership, so makes it easy to expose to C
direct to be the coupling-graph representation from the `Target`.
