Remove workspace abstraction and clean up code

- Remove workspace and worksexec package dependencies
- Set execConfig path using WithPath() at initialization
- Change command creation to use usageNames pattern
- Replace useLatest boolean with GetMode enum in SyncTags
- Add English/Chinese comments
- Update dependencies in go.mod and go.sum
