fix: correct rooibos path in package-lock and clean build cache

- Fixed package-lock.json rooibos resolved path to use vendor/ directory
  instead of non-existent sibling directory
- Added clean build artifacts step to GitHub Actions workflow to prevent
  stale build cache issues

This fixes dispatcherCrossThreadTest failures in GitHub Actions environment.
