Implement comprehensive test suite for the serverless Cloud Function
to prevent regressions during dependency updates.

- Add Vitest testing framework with Node environment configuration
- Create 4 core tests covering CORS security, environment validation,
  and API proxy functionality
- Achieve 94.44% code coverage on controller.ts
- Integrate serverless tests into CI/CD pipeline
- Document testing approach and commands in README
- Export setCors function to enable isolated unit testing
- Mock global fetch API to avoid real GitHub API calls during tests

Tests run automatically on every push via GitHub Actions.
