Handle items that are in the RES_SHARE$IN_RS_REQ temporary location and ill_eligible? (#5261)

* Handle items that are in the RES_SHARE$IN_RS_REQ temporary location and ill_eligible?

Prior to this commit, we were using the RES_SHARE$IN_RS_REQ temporary location
as a permanent location, which meant that there were no valid gfa pickup codes, causing
an error and "Something went wrong" for the users when they attempted to load the
request form.

We suspect this came in as part of #5254
