Handle optional timestamp fields in proto requests

Introduces FromTimeProto to safely convert optional protobuf Timestamp fields to time.Time, ensuring nil and unset values are handled correctly. Updates approval and grant handlers to use this method, and updates proto definitions to mark start_time and end_time fields as 'oneof' for correct optional semantics.
