feat(workspace): Base64-encode tool call data in stored conversations (#278)

Tool call request arguments and results are now base64 encoded when
storing conversation data to disk. This prevents stored conversation
files from interfering with code searches, as grep operations will no
longer match against tool call content that is irrelevant to the current
development work.

The change introduces a new `jp_serde` crate providing base64 encoding
utilities for string and JSON map fields.
