Implement sane limits on Labels.

Add test for mergeLabelOptions

Add test to validate limits when 1 label is added

Add tests for adding a private key

Refactor helper functions to fixtures as the method does not alter the map.

move fixtures to the top of the file

add tests for exceeding sizes on single keys

fix bug where labels could not be overwritten when the map was at capacity

finish tests for validating labels on LabelOptions.

extract counting of labels to own function

Add/Update documentation for label altering functions.

use LabelOptions fixture instead of DefaultLabelOptions

Refactor helper for counting to only count non private labels.

restructure validation of label limits to slightly optimize.
