Fix CodeQL integration in bundle build workflow

- Move CodeQL analysis to use existing build step (no duplication)
- Remove conditional SARIF upload - always upload results for baseline tracking
- Simplify workflow by removing unnecessary SARIF checking logic
- Maintain generated code exclusions for cleaner results

CodeQL now runs after the main publish step using the same build artifacts,
eliminating duplicate builds and ensuring consistent security analysis.
