feat: add tag sorting by count and maxTagsOnHomepage config option

- Add getSortedTags() helper method to sort tags by count in descending order
- Add maxTagsOnHomepage config option to limit displayed tags on homepage and archive pages
- Tags on /tags/ page now display all tags sorted by popularity
- Homepage and archive pages can optionally show only top N tags via maxTagsOnHomepage
- Add comprehensive test cases for tag sorting and limiting functionality
- Bump version to 0.4.2
