Upgrade ex_aws_auth to 1.3.0 with unsigned payload streaming

- Update dependency to ex_aws_auth 1.3.0 (local path for now)
- Use :unsigned payload for Bedrock streaming signatures
- Update error messages to reference 1.3.0
- All tests passing (1316 tests, 0 failures)
