reuse the cordonUncordon helper method from k8s.io/kubectl/pkg/drain

With this change, we no longer use the UPDATE verb to perform cordon/uncordons
of nodes. The public helper methods use the PATCH verb under the hood, so this
change brings the go code more in line with old bash script.
